Ms. Fisher is a partner at Fisher Huesman. Her practice has focused on commercial and public transactional work, and related litigation, on behalf of utility and power providers; banks; hotels; retailers; and construction industry clients in Guam and Saipan.
She seeks to learn the businesses of her clients to maximize value and minimize risk in the ever-changing legal domain.
Representative Matters:
- Represented duty free retailer in connection with procurement protests and a tort claim concerning the award of a duty-free concession contract worth more than $150 million over 10 years; drafted motions that resulted in dismissal of all procurement claims against client;
- Defended public utility in a breach of contract case involving a $190 million power purchase agreement; obtained a complete victory by dismissal of the complaint at the District Court for the Northern Mariana Islands, with an appeal dismissed by stipulation at the 9th Circuit Court of Appeals after appellate brief was filed;
- Represented public utility as closing counsel on a $10 million loan; including drafting a bankruptcy opinion explaining the evolving state of the law for the territories that bank accepted for closing;
- Defended public utility against the United States Environmental Protection Agency in federal consent decree action; advocated successfully against assessment of substantial fines and receivership;
- Defended construction firm in dispute with Guam Contractors’ Licensing Board, contesting issued citations; appeared before Board hearings and ultimately saved the client over $100,000 in issued citations;
- Obtained judgment on behalf of bank, stipulated to after contentious litigation;
- Represented public utility in numerous rate cases before the Public Utilities Commission, resulting in multi-million dollar rate increases and other relief.
Ms. Fisher also handles corporate administrative and transactional matters, general business litigation, and federal employment matters.
Ms. Fisher received her B.A. from the University of Illinois at Urbana-Champaign, and her J.D. from Benjamin N. Cardozo School of Law in New York, where she served as a legal writing teaching assistant. Ms. Fisher competed in the international rounds of the Philip C. Jessup International Law Moot Court Competition in Washington D.C., and was awarded membership in the Order of Barristers as well as the Jacob Burns Medal upon graduation. She is especially grateful to have had the opportunity to serve as a law clerk for former Presiding Judge Edward Manibusan of the Northern Mariana Islands Superior Court and Associate Justice John A. Manglona of the Northern Mariana Islands Supreme Court.
Admitted to the bar in Guam, the Commonwealth of the Northern Mariana Islands, and New York, Ms. Fisher also worked as a senior associate at the Guam firm of Cabot Mantanona, LLP from 2014 to 2018. She served as a member of the Guam Bar CLE Committee from 2015 to 2019, and volunteers with the Guam Symphony Society.
